OUR ENVIRONMENT:

Our Environment

Cape May Point (CMP) is unique among Jersey Shore communities for its natural environment, many trees, and wildlife-friendly gardens. Our quiet residential streets are used more for walking and biking than for motor vehicles. Because of our location along the Atlantic Flyway, Cape May Point is a major rest stop for birds and butterflies migrating north in the spring and south in the fall. Visitors from around the world come here to view wildlife migration.

Communications

Whether you’re local or visiting, we hope you’ll stay up to date with the CMP Environmental Commission’s posts about community announcements, nature-friendly reminders, and exciting environmental news around the Point.

Open Space Preservation

The link below is a report quantifying the Flood Mitigating effects for Cape May Point due to the restoration of the natural function of the Lower Cape May Meadows

Natural Floodplain Functions

The floodplain or flood hazard area is an area that is inundated by floodwaters by the tidal waters of the Atlantic Ocean. The natural function of a floodplain is to store the floodwaters or storm tide, on a temporary basis, until the water recedes to its usual normal coastal tide elevations. Along coastal areas, tidal wetlands provide a temporary reservoir for floodwaters due to storm tides, which are higher than normal tides. The floodplains also protect our community against storm-related erosion by wave action or scour and battering by debris. These areas are critical for perpetuating natural processes, for providing aquatic and riparian habitat and for mitigating the effects of erosion.  We remind you to protect and preserve any such areas on your property.

Flood Protection / Management Plan

The Borough of Cape May Point is a participating member of the Cape May County Multi-Jurisdiction Hazard Mitigation Plan.  This planning process helps prepare our citizens and government agencies enhance their response when disasters occur. When a WATCH is issued, conditions are a real possibility and may threaten our community within 36 hours

When a WARNING is issued, the storm event is expected to hit the area within 24 hours.

In the event of an emergency, Police, Fire, Emergency Management and First Aid personnel will perform “route” alerting. Alerting will be by mobile public address systems and door-to-door operations. When told to evacuate, do so without hesitation.

The Office of Emergency Management (OEM) will also issue a CodeRed message through registered phone numbers.  You can make sure your number is registered by going to the Borough web page.  If the OEM issues alerts for the need to open shelters, the CodeRed message will direct you to the necessary shelter location.

The County Office of Emergency Management prepares the official Coastal Evacuation Map.

Flood Insurance

Most homeowners insurance policies do not cover damage caused by flooding

Only flood insurance policies cover physical damage to your property and possessions caused by flooding. This damage is not covered under homeowners insurance. NFIP offers up to $250,000 in flood insurance coverage for building property (your home) and up to $100,000 for personal contents (your belongings). Although these coverages fall under one policy, the coverages may be purchased separately so that renters can obtain only personal contents coverage if desired. If you are a homeowner wishing to protect your home and belongings, be sure to request both coverages.
For specific information about what is covered and not covered, visit the National Flood Insurance Program Summary of Coverage.

The risk is real
It doesn’t take a major body of water or a significant storm to cause flooding. A flood can occur because of a slow-moving rainstorm, snowmelt, land development runoff, and more. High-risk areas have a 1 in 4 chance of flooding during a 30-year mortgage. While moderate-to-low risk areas have a reduced risk of flooding, these areas are responsible for nearly 25% of flood insurance claims.
According to FloodSmart.gov, just one inch of water in a 1,000-square-foot home can cause over $10,000 in damage. That cost grows with the severity of the flood:

Estimated Cost of Flooding in a 1,000-Square-Foot Home

Four-foot flood $39,950
One-foot flood $27,150
Six-inch flood $20,150
One-inch flood $10,600

When available, federal disaster assistance can cost more than a flood insurance policy.

Federal disaster assistance is not insurance. It is only available when a disaster is federally declared, and usually comes in the form of a loan with interest. A flood insurance policy is often the less expensive option.

The best time to buy flood insurance in New Jersey is now.

There is typically a 30-day waiting period before a policy takes effect after purchase.

Property Tax Deducations

To qualify for the annual $250.00 real property tax deduction a claimant must meet requirements of citizenship, property ownership, residency, income, timely application and age or disability or widowhood.

Applicants should confer with the Assessor about their eligibility.

Veterans, Surviving Spouses of Veteran or service person:  http://www.state.nj.us/treasury/taxation/pdf/other_forms/lpt/vss.pdf

Why Does Lake Lily Look Like That?

Posted - 29-07-2023

Walking around Lake Lily earlier this month, you may have wondered about the algae floating in the water.  Today, you may be wondering why the lake looks “better.”  There are a number of reasons why algae may be present in the lake.

Some things to keep in mind as background information are:

* The only water in the lake comes from rainfall and water runoff from everywhere our community.  Lake Lily is not spring fed, so it is highly sensitive to water runoff and drought conditions.  Earlier in the month , we were well below the average rainfall level, which exacerbated water quality issues.  Now that we have had a number of significant rainfalls, the look of the lake has improved.

*  All lakes go through a natural aging process called eutrophication, which changes the lake when chemical nutrients like phosphorus and nitrogen enter the water.  “Cultural” eutrophication occurs when human activity speeds up this aging process by allowing sewage and fertilizers to enter the ecosystem.  The excess nutrients can cause algal blooms, poor water quality and foul odors, while also being detrimental to aquatic life.

*  In order to mitigate eutrophication of the lake, the Borough arranges for a private company to treat the lake three times per year.  This company also monitors the water quality and maintains the bubblers in the lake.  The second  treatment was applied in mid-June, and water samples revealed that no “harmful“ algae was present.

Some helpful practices that residents could embrace are:

 *  Forego the use of lawn fertilization.  Lawns that are fertilized contribute to the acceleration of eutrophication in the lake.

*  Pick up after your pet.  Pet waste left behind is ultimately washed into the lake and contributes to poor water quality.

* Curtail your use of pesticides.  Any chemical applied to plants will eventually impact the quality of the water that makes its way into Lake Lily.

Volunteer Opportunity at Triangle Park

Posted - 29-07-2023

n Saturday, July 15, 10:00 am - 12:00 pm, the NJ Audubon and the Cape May Point Environmental Commission will co-host a community volunteer event that will result in the removal of invasive plants and the addition of 24 species of native plants.

We are seeking volunteers for this community project.

Please signup here:

https://www.eventbrite.com/e/triangle-park-native-planting-invasive-plant-removal-tickets-611150075327?aff=oddtdtcreator

Then, on July 15 simply come to Triangle Park and lend a hand for as long as you are able to stay.  (We suggest that you bring a pair of gardening gloves.)

The work will be led by a NJ Audubon employee, Levi Morris.  In addition to overseeing the planting on that day, he will do a brief overview of invasive plants and the negative effects that they have on habitat.

Some of the native species of plants that will be added to the park during this volunteer event include:  butterfly weed, showy aster, wild bergamot, seaside goldenrod (pictured below) and other native plants that support wildlife here at the Point.

We hope to see you there!

Regards, The Cape May Point Environmental Commission

Helping to Maintain our Dunes

Posted - 29-07-2023

There is little doubt that Cape May Point homeowners understand the importance of maintaining the dunes that surround our community.   The purpose of this article is to further enlist your ongoing support in protecting and maintaining our dunes; the importance of the dunes to CMPT property owners simply cannot be overstated.

The Environmental Commission (EC) was deeply troubled to learn of yet another incident where trees were illegally “topped” in the dunes. This was presumably done to improve the view of a homeowner(s) in the vicinity.  Shortly after a tree top is cut off (called “topping”), the tree will die.  Trees in the dunes are critical since their roots help keep sand in place.  Any action that results in the killing of a tree will have an adverse impact on our dunes.  Should you see someone other than CMPT Public Works employees cutting any vegetation in the dunes, we ask that you phone the Cape May police department immediately.

Another issue related to the dunes involves people and/or pets walking in the restricted area.  You have probably noticed the signs that dot the dunes indicating that the dunes are a “restricted area” and that anyone found in that area may be subject to a steep fine (see below).  If you see someone in the dune area, kindly ask them to leave the restricted area.

Lastly, the Environmental Commission (EC) respectfully requests that homeowners who rent their home share the following information with your renters:  “All dunes in CMPT are off limits to people and pets.  This restriction helps maintain the integrity of this critical beach feature.  It helps protect our community from flooding, as well as providing a safe place for nesting wildlife.  Anyone who enters a restricted area, which is marked by signs in the dunes, is subject to a steep fine.”

The members of the EC greatly appreciate your cooperation.

FEMA and FCC Plan Nationwide Emergency Alert Test for October 4, 2023

Posted - 20-09-2023

Release Date:
August 3, 2023

Test Messages Will be Sent to All TVs, Radios and Cell Phones

WASHINGTON -- FEMA, in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) this fall.

The national test will consist of two portions, testing WEA and EAS capabilities. Both tests are scheduled to begin at approximately 2:20 p.m. ET on Wednesday, Oct. 4.

The WEA portion of the test will be directed to all consumer cell phones. This will be the third nationwide test, but the second test to all cellular devices. The test message will display in either English or in Spanish, depending on the language settings of the wireless handset.

The EAS portion of the test will be sent to radios and televisions. This will be the seventh nationwide EAS test.

FEMA and the FCC are coordinating with EAS participants, wireless providers, emergency managers and other stakeholders in preparation for this national test to minimize confusion and to maximize the public safety value of the test.

The purpose of the Oct. 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies, particularly those on the national level. In case the Oct. 4 test is postponed due to widespread severe weather or other significant events, the back-up testing date is Oct. 11.

The WEA portion of the test will be initiated using FEMA’s Integrated Public Alert and Warning System (IPAWS), a centralized internet-based system administered by FEMA that enables authorities to send authenticated emergency messages to the public through multiple communications networks. The WEA test will be administered via a code sent to cell phones.

This year the EAS message will be disseminated as a Common Alerting Protocol (CAP) message via the Integrated Public Alert and Warning System-Open Platform for Emergency Networks (IPAWS-OPEN).

All wireless phones should receive the message only once. The following can be expected from the nationwide WEA test:

  • Beginning at approximately 2:20 p.m. ET, cell towers will broadcast the test for approximately 30 minutes. During this time, WEA-compatible wireless phones that are switched on, within range of an active cell tower, and whose wireless provider participates in WEA, should be capable of receiving the test message.
  • For consumers, the message that appears on their phones will read: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”
  • Phones with the main menu set to Spanish will display: “ESTA ES UNA PRUEBA del Sistema Nacional de Alerta de Emergencia. No se necesita acción.”

WEA alerts are created and sent by authorized federal, state, local, tribal and territorial government agencies through IPAWS to participating wireless providers, which deliver the alerts to compatible handsets in geo-targeted areas. To help ensure that these alerts are accessible to the entire public, including people with disabilities, the alerts are accompanied by a unique tone and vibration.

Important information about the EAS test:

  • The EAS portion of the test is scheduled to last approximately one minute and will be conducted with the participation of radio and television broadcasters, cable systems, satellite radio and television providers and wireline video providers.
  • The test message will be similar to the regular monthly EAS test messages with which the public is familiar. It will state: “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 14:20 to 14:50 hours ET. This is only a test. No action is required by the public.

Flood Insurance Promotion Meeting - October 22nd at 5:00 PM

Posted - 13-09-2024

Dear Residents and Homeowners:

Cape May Point is expanding its public outreach to residents in and adjacent to the Special Flood Hazard Area.  Currently, residents receive a 20% discount on flood insurance rates since our community is Class 6 in the Community Rating System (CRS).  This rating is based on the various activities that the Community does.  Buildings located in the Flood Hazard Area are required to have Flood Insurance.  Buildings being insured help our town respond quicker after a flooding event.  If you have a federally backed mortgage you are required to have Flood Insurance. Please read the attached brochure that explains more about Flood Insurance. I encourage you to carry Flood Insurance to help protect your home.

We will hold a meeting on October 22nd at Convention Hall at 5:00 PM.  The meeting is being sponsored by Flood Risk Evaluator (FRE).  We will have insurance agents, engineers, and our floodplain manager in attendance to help review your documentation to make sure your home is being rated accurately.  There is no cost or obligation to change your insurance as part of this review.

Please bring your elevation certificate, flood insurance declaration page and two pictures of the exterior of your home.  We hope to see you at the meeting on October 22nd. If you can’t make this meeting, please try to attend one of the other sponsored meetings held throughout the year.

We will also be discussing the proposed NJPACT/REAL rules proposed by the NJDEP.  Peter Lomax of Lomax Consulting will be making a presentation sponsored by the Cape May County Board of Commissioners.

If you have any questions, please reach out to Paul Dietrich, Floodplain Manager at 609-884-9537.

Very truly Yours,

Robert J. Moffatt, VMD

Mayor

Lake Lily Serves Many Purposes

Posted - 26-09-2024

Walking around Lake Lily, you may wonder about the current state of the lake— algae floating in the water, low water levels, and vegetation growing up out of the water.  The Environmental Commission would like you to read the following information carefully so that you may be better informed about the lake. Please keep in mind the two primary purposes the lake serves in our community:  1) A wildlife habitat and 2) A stormwater basin.  The Borough actively manages the lake in order to keep both of these important functions in balance.

The only water in the lake comes from rainfall, storm drains and groundwater.  Lake Lily is not spring fed, so it is highly sensitive to water runoff and drought conditions. It is actually a shallow pond, no deeper than five feet at its deepest point. Periods of drought drop the water level so low that algae and vegetation growth is accelerated.  Because the water level reflects the level of ground water in the town it has to be pumped down to keep ground water out of our water meter pits.  The lake is also pumped down in anticipation of a severe rain storm to prevent flooding as it serves as our only stormwater basin.

Ponds and lakes in developed areas are prone to filling in with sediment, organic matter, and excessive nutrients due to water runoff from construction, lawns and roads.  This leads to overgrowth of aquatic vegetation, water quality degradation, and extensive algae mats.  The year-round presence of Mute Swans and Canada Geese adds excessive harmful nutrients.

All lakes go through a natural aging process called eutrophication, which changes the lake when chemical nutrients like phosphorus and nitrogen enter the water.  “Cultural” eutrophication occurs when human activity speeds up this aging process by allowing sewage and fertilizers to enter the ecosystem.  The excess nutrients can cause algal blooms, vegetation growth, poor water quality and foul odors, while also being detrimental to aquatic life.  In order to mitigate eutrophication of the lake, the Borough arranges for a private company to treat the lake FOUR times per year.  This is an increase from the past when three treatments were applied annually.  The company also monitors the water quality and maintains the bubblers in the lake.

The lake has also been treated with a product designed to speed up the decomposition of muck, which provides a growing medium for aquatic vegetation.  This muck-reducing product works best in cold water, so additional treatments will be made this winter.  The Friends of Lake Lily contributes financially to partially defray the costs of the treatments and bubbler maintenance.  The wetland vegetation at the south-end and around the edge of the lake, which some find unattractive, is largely native and benefits wildlife.  The only known invasive weeds are Parrot Feather and Phragmites, both of which are very difficult and costly to eradicate.  The other wetland vegetation provides nectar for pollinators, including Monarch Butterflies.

Public Information Session - Safe Streets & Roads Program

Posted - 15-10-2024

Cape May, West Cape May, Cape May Point and Lower Township are preparing a safety action plan to prevent fatalities and serious injuries on Cape Island’s roads.

The action plan will prioritize safety projects and non-infrastructure strategies for implementation. As a resident, business owner or visitor, we want your input.

Please join us for a public information center on October 17, 2024, open from 5:00 PM to 7:00 PM, where we will provide more information about the plan and where you will have an opportunity to provide your comments.

What is a Safe Streets & Roads Action Plan?

The U.S. Department of Transportation awarded a grant to the City of Cape May through its Safe Streets and Roads for All (SS4A) Program for the development of an action plan to reduce fatalities and serious injuries on Cape Island’s roads. Cape Island includes the City of Cape May, the Boroughs of West Cape May and Cape May Point, and the portion of Lower Township south of the Cape May Canal. Projects included in the plan are eligible for implementation grants through the same program.

Statewide Fire Ban

Posted - 30-10-2024

NJDEP Fire Ban on All Public Lands and Private Properties in All Municipalities Throughout the State

EXTREME FIRE RISK FOR UPCOMING HOLIDAYS

Together we can ensure a festive fall Holiday season - including Diwali and Halloween events – while safeguarding our communities.

* All outdoor fires are prohibited unless they are contained in an elevated stove using only propane, natural gas or electricity. This includes bon fires and residential fire pits.

* No wood or charcoal fires are allowed, and the use of kerosene or gas torches of any kind is prohibited while this level of restriction is in place.

* No firework celebrations are allowed.

* The fire ban is in place on all public lands and private properties in all municipalities throughout the state.

Most wildfires can be avoided by adhering to these commonsense safety tips:

  • Don’t discard cigarettes, matches or smoking materials on the ground.
  • Use indoor wood stoves and fireplaces carefully, both can emit embers that spark fires. Fully douse ashes with water before disposal.
  • Be mindful where you park or drive your vehicle. Hot exhaust systems can ignite dry vegetation if parked or driven over it.
  • Be careful when cutting your grass or using other yard tools. Power tools like lawnmowers and chainsaws can throw off sparks that ignite dry grass or leaves.
  • Keep matches and lighters away from children.
